Abstract

This study critically examines citizen participation in public space development in Surakarta, Indonesia, a city that has undergone rapid transformation driven by city branding, beautification projects, and cultural events. While official documents such as the Regional Medium-Term Development Plan (RPJMD) 2021-2026 and 2025–2029 promote an inclusive and collaborative vision, this research finds that participatory practices remain largely symbolic. Using a qualitative approach, the study draws on semi-structured interviews with a cultural expert, an academic, and a creative economy practitioner, combined with document analysis. Thematic findings reveal that public participation in Surakarta remains constrained by top-down governance, tokenistic consultation, and the dominance of the city-branding agenda.  While civic engagement is acknowledged in policy discourse, practical implementation continues to prioritize visibility, efficiency, and investment attraction over inclusivity. The study concludes that achieving genuine co-creation in urban development requires stronger institutional mechanisms, transparent decision-making, and design practices that recognize citizens as co-designer of the city.
