Abstract

Bantuan hukum untuk masyarakat miskin dan terpinggirkan adalah prioritas, dan ketimpangan akses menjadi alasan utama. Lembaga bantuan hukum (LBH) pelayanannya dirasa belum merata, terutama untuk mengentaskan akar permasalahan seperti kemiskinan struktural, khsususnya di Kalimantan Barat. Penelitian ini bertujuan untuk menyediakan strategi pengembangan institusional LBH, yang inisiasinya dilakukan kelompok masyarakat sipil di Kalimantan Barat. Penelitian ini menggunakan metode kualitatif dengan pendekatan riset aksi partisipatoris. Hasil penelitian menunjukan, para pengusung pembentukan LBH Kalimantan Barat menyadari sifat relasional antara akses keadilan, konsep bantuan hukum struktural (BHS), dan keberadaan lembaga bantuan hukum. Refleksi membawa pembentukan institusi menjadi pilihan aksi sadar, demi menanggapi berbagai permasalahan. Basis refleksi didasarkan pada isu hak asasi manusia khususnya isu berbasis agama, keyakinan, dan etnis, isu gender, dan isu ekologi. Aksi diteruskan dengan menginternalisasi konsep BHS yang dapat menumbuhkan nilai-nilai inti kehidupan, dan berbasis pada kebutuhan kehidupan rakyat. Simpulan penelitian menunjukkan kerangka strategis yang disiapkan dalam menumbuhkan institusi yang otonom memerlukan aksi kolaboratif sekaligus partisipatif melalui enam tahapan konkrit.
