Abstract

Pengembangan pariwisata berkelanjutan membutuhkan partisipasi stakeholders untuk memastikan partisipasi secara luas. Kebijakan sistematis dalam pengembangan pariwisata sangat diperlukan terutama mewujudkan pengembangan pariwisata secara berkelanjutan di Kota Manado. Dengan adanya regulasi Permenpar Nomor 14 Tahun 2016 tentang Pedoman Destinasi Pariwisata Berkelanjutan yang ditunjang oleh Perda Nomor 2 Tahun 2020 tentang RIPPARDA, tujuan penelitian ini untuk mengeksplorasi sejauh mana implementasi kebijakan yang dilakukan dalam rangka pengembangan pariwisata secara berkelanjutan di Kota manado. Penelitian ini menggunakan metode kualitatif melalui pendekatan fenomenologi dengan teknik qualitative observations, qualitative interviews dan qualitative documents. Hasil penelitian yang dilakukan saat ini, pariwisata di Kota Manado terus dikembangkan mulai dari infrastruktur destinasi wisata, lokasi UMKM juga direvitalisasi oleh pihak terkait, pelatihan SDM baik eksternal dan internal, koordinasi terus dibangun bersama stakeholders dalam penyelenggaraan event pariwisata, serta adanya partisipasi dari masyarakat dalam memberikan kritik atau masukan terhadap pengembangan pariwisata Kota Manado yang memang masih berada pada tahapan konsultasi saja bersama Dinas Pariwisata Kota Manado, serta adanya penurunan pada PAD Kota Manado yang didominasi oleh bidang pariwisata dikarenakan adanya pandemi covid-19 yang melanda saat ini.
