Dampak Program LTSHE Tahun 2017 Terhadap Peningkatan Banyaknya Usaha Rumah Tangga Desa Terpencil di Papua

Abstract

Program Lampu Tenaga Surya Hemat Energi (LTSHE) merupakan program elektrifikasi nasional kepada rumah tangga yang belum menggunakan listrik, khususnya yang berada di Papua mengingat sebagian besar desa yang belum menggunakan listrik berada di pulau ini. Dengan program ini, masyarakat mendapatkan penerangan dengan tingkat pencahayaan yang jauh lebih baik tanpa harus mengeluarkan biaya bahan bakar. Hal ini berdampak pada peningkatan peluang masyarakat untuk melakukan kegiatan di malam hari, salah satunya dengan melakukan kegiatan usaha skala rumah tangga. Penelitian ini bertujuan menganalisis dampak program LTSHE terhadap peningkatan banyaknya usaha skala rumah tangga di desa, yaitu usaha rumah tangga anyaman, toko kelontong dan warung makanan di desa terpencil di Papua. Dengan menggunakan data PODES 2014 dan 2020 serta menggunakan metode Difference in Difference, penelitian ini menemukan bahwa program LTSHE tidak berdampak terhadap peningkatan banyaknya usaha rumah tangga toko kelontong dan warung makanan. Bahkan dampaknya terhadap banyaknya usaha rumah tangga berbasis anyaman, malah negatif dan signifikan.
