Results and Discussion: The findings indicate that the level of legal awareness among street vendors remains relatively low. This is reflected in their limited understanding of regional regulatory provisions, a permissive attitude toward violations of designated business locations, and the predominance of economic considerations in shaping their behavior. The primary contributing factors include economic pressure, insufficient dissemination of legal information, perceived complexity of licensing procedures, inconsistent law enforcement, and limited access to adequate and affordable business locations. These conditions reveal an inherent tension between the economic survival needs of low-income communities and the regulatory objectives of public space governance. Practical Implications: This study recommends a more participatory and socially just approach to the regulation and empowerment of street vendors, emphasizing dialogue-based strategies to achieve a balanced framework between public order and the protection of small-scale economic rights. }, issn = {3046-9600}, doi = {10.14710/pls.31374}, url = {https://ejournal2.undip.ac.id/index.php/pls/article/view/31374} }
