Research applying OEE in educational laboratories remains sparse; most studies report values in the 64–78% range, well short of the 85% world-class standard, with none addressing split-start parallel scheduling or recording Reduced Speed Loss in CAD applications as a distinct category. This study measures equipment performance using the Overall Equipment Effectiveness (OEE) method within a Total Productive Maintenance (TPM) framework as the basis for laboratory maintenance policy formulation. Data were collected through structured observation and semi-structured interviews from August to December 2025, covering two scheduling groups: Group A from August 19 and Group B from October 13 2025, one week after mid semester examinations, totaling 199 practical sessions with a Loading Time of 597 hours. OEE measurement produced a baseline of 84.42%, only 0.58 points below the world-class standard, with Availability at 88.89% (gap 1.11 points), Performance Rate at 90.48% (gap 4.52 points), and Quality Rate at 94.97% (gap 4.93 points). Six Big Losses analysis identified Setup and Adjustment Loss as the largest contributor at 66.33 hours (43.30%), followed by Equipment Failure at 56.86 hours (37.12%), together accounting for 80.42% of total quantified losses. Grounded in the OEE baseline and loss distribution map, this study produced three implementation-ready maintenance policy outputs: (1) a five-level tiered Preventive Maintenance schedule from daily to annual, (2) a Laboratory Preparation Standard Operating Procedure mandating a 30-minute pre-session setup to eliminate 66.33 hours of delays per semester, and (3) a three-level operator training module.
