SKEMA KONSOLIDASI TANAH DALAM PENERAPAN PEMBANGUNAN PERUMAHAN DI INDONESIA

Abstract


Munculnya kawasan kumuh merupakan salah satu dampak dari perwujudan upaya masyarakat kurang mampu secara swadaya memenuhi kebutuhan huniannya. Terdapat satu pendekatan untuk merespon permasalahan kekumuhan yaitu Konsolidasi Tanah (KT). Akan tetapi penerapan konsolidasi tanah ini secara teknis tidaklah mudah karena terdapat beragam kondisi di lapangan yang dinamis dan kontekstual. Artikel ini menguraikan seperti apa keberagaman kondisi tersebut dilihat dari aspek subjek konsolidasi tanah, objek konsolidasi tanah, jumlah bidang tanah, serta luas bidang tanah. Untuk menguraikan keberagaman ini secara empirik dilakukan pendekatan penelitan kualitatif dengan metode studi kasus di tiga Kabupaten di Jawa Tengah. Melalui penelitian ini ditemukan satu hal menarik terkait skema konsolidasi tanah yaitu konsolidasi tanah dapat dilakukan pada satu bidang tanah akan tetapi bidang tanah tersebut dikuasai lebih dari satu orang yang merupakan peserta dari kegiatan konsolidasi tanah tersebut.
