Tantangan terbesar dalam peningkatan kualitas permukiman kumuh agar dapat berkelanjutan adalah sistem pembiayaan meliputi perbaikan fisik lingkungan dan pembiayaan untuk mendorong peningkatan kondisi ekonomi masyarakat melalui pemberian dana bergulir kepada masyarakat miskin. Pembiayaan peningkatan kualitas lingkungan permukiman kumuh di Kelurahan Kemijen sangat bergantung dari APBN/APBD dan pinjaman luar negeri (ADB). Pinjaman luar negeri tentu mengharuskan adanya pengembalian pinjaman yang masuk ke dalam pos pembiayaan APBN sehingga dinilai bukan solusi yang tepat untuk menjamin keberlanjutan. Sistem pembiayaan yang dinilai memiliki potensi untuk membantu keterbatasan dana APBN/APBD salah satunya bersumber dari dana CSR dan zakat dimana kedua sistem pembiayaan ini bersifat hibah untuk membiayai perbaikan lingkungan dan bergulir untuk bantuan ekonomi produktif bagi masyarakat miskin tanpa mengenakan jasa administrasi. Dengan demikian tujuan penelitian ini untuk mengkonfirmasi sistem pembiayaan peningkatan kualitas permukiman kumuh yang sebaiknya diterapkan di Kelurahan Kemijen agar berkelanjutan. Berdasarkan hasil analisis diperoleh bahwa sistem pembiayaan CSR terkonfirmasi menjadi sistem pembiayaan yang berkelanjutan sedangkan sistem pembiayaan melalui dana zakat memiliki potensi namun belum mampu dijadikan sebagai sistem pembiayaan peningkatan kualitas lingkungan permukiman kumuh yang berkelanjutan untuk Kelurahan Kemijen karena potensi pengumpulan dana zakat yang sangat rendah di Kota Semarang.}, issn = {2356-0266}, pages = {295--311} doi = {10.14710/tataloka.24.4.295-311}, url = {https://ejournal2.undip.ac.id/index.php/tataloka/article/view/2323} }
