The theoretical framework draws upon social theories of justice and the concept of law as a tool of social engineering to evaluate the relationship between policy design and its social impact. Results and Discussion: The findings indicate that the normative framework of the East Flood Canal normalization policy, from its formulation to its implementation, has not optimally accommodated public participation or community aspirations. Furthermore, the implementation process has insufficiently accounted for the socio-economic welfare of the local fishing community, thereby generating tensions between regulatory objectives and social justice considerations.
