Results and Discussion : the findings indicate that there is a need for legal policy reform in viewing women as part of the current legal system. The lack of optimal implementation of affirmative action is influenced by factors such as patriarchal culture and gender-responsive regulations that present injustice for breastfeeding rights holders at the Class IIA Women's Penitentiary in Semarang. Therefore, legal policy reform with a more feminist perspective is required. Practical Implications : this research provides space for the government to evaluate its policies in accommodating the breastfeeding rights of female inmates. Additionally, for society, this research serves as a gateway to a more gender-responsive understanding of equality.
