Abstract

Jakarta City is mandated by national law to produce two parallel 20-year planning instruments: the Regional Long-Term Development Plan (RPJPD 2025–2045) and the Regional Spatial Plan (RTRW 2024–2044). Both instruments are formally grounded in the Rational Comprehensive Planning Model (RCM) yet are treated with different institutional weight and operate through different mechanisms. This paper examines how RCM is interpreted and operationalised across these two parallel instruments, and what this means for Jakarta's urban governance. Drawing on direct practitioner participation in preparing both documents, combined with comparative document analysis, the study finds that each plan operationalises RCM through a distinct derivative: the RPJPD through a budget-driven development planning logic, and the RTRW through a permit-driven regulatory logic. Three structural intricacies emerge from this planning architecture dualism: a budget-spatial linkage gap, a private sector governance gap, and an institutional coordination gap.
