Sementara di pinggiran Kota Surabaya bagian timur terdapat kawasan lindung Pamurbaya yang terancam akibat pembangunan perumahan skala kecil yang tidak berizin tepatnya di Kelurahan Medokan Ayu Kecamatan. Tujuan penelitian ini untuk melakukan kajian pengendalian pemanfaatan ruang pembangunan perumahan skala kecil tak berizin pada kawasan lindung Pamurbaya. Penelitian ini menggunakan pendekatan kualitatif dengan strategi studi kasus. Hasil penelitian menunjukkan upaya pengendalian pembangunan perumahan skala kecil tak berizin ini efektif telah dilakukan baik dengan cara pengaturan zonasi, perizinan, insentif dan disinsentif, penghentian sementara pemberian hak atas tanah oleh BPN, kelembagaan dan koordinasi maupun keterbukaan informasi rencana tata ruang. Tetapi pemerintah menghadapi kesulitan dalam hal pengenaan sanksi administratif guna penertiban kawasan. Salah satu rekomendasi guna lebih mengefektifkan pengendalian yaitu Pemerintah Kota Surabaya segera melegalkan dan merealisasikan rencana kegiatan atau rencana strategis serta pembiayaan pada kawasan tersebut.}, issn = {2503-0361}, pages = {26--34} doi = {10.14710/jpk.6.1.26-34}, url = {https://ejournal2.undip.ac.id/index.php/jpk/article/view/2928} }
